Sam Brumberg serves as Vice President of Regulatory Affairs and General Counsel to the Virginia, Maryland & Delaware Association of Electric Cooperatives. He joined the Association in 2012 after practicing at an AmLaw 200 firm.

For nearly two decades, Sam has advocated for clean, safe, affordable, and reliable energy—and expanded broadband access—for rural communities across the mid-Atlantic.

Sam graduated summa cum laude from the University of Richmond with a B.A. in political science where he was inducted into Phi Beta Kappa. He earned his J.D. from the Marshall-Wythe School of Law at the College of William and Mary, where he served as Managing Editor of the Environmental Law and Policy Review and published in the journal.

Sam has held leadership roles in the Virginia State Bar’s Administrative Law Section, including serving as Chair, and previously served as President of the Energy Bar Association’s Southern Chapter. In 2020, he was a finalist for a judicial appointment to the Virginia State Corporation Commission.

He helped start the Virginia, Maryland, and Delaware Association of Broadband Cooperatives (VMDABC)—the nation’s first rural cooperative fiber association. Sam’s work has been featured in Vanguard Law Magazine and Executive Counsel Magazine. An advocate for the cooperative movement, he also serves on the board of directors of Call Federal Credit Union.

He lives in Short Pump, Virginia.
