Todd E. Kilduff, P.E., currently serves as the Deputy County Administrator for Hanover County's Community Development, Public Works, Public Utility and General Services departments and also manages the County’s Real Property sales and purchases. He is also the liaison to the Hanover-Caroline Soil and Water Conservation District and the Virginia Cooperative Extension Service.
Todd has been serving the public in local government for over 13 years. Todd has been with Hanover County since 2021 and, before that, served as Deputy County Administrator for Goochland County after being promoted from their Director of Public Utilities position.
Todd is a member of the Virginia Local Government Management Association (VLGMA), the International City/County Management Association, LEAD (Weldon Cooper Institute) graduate from UVA, Leadership Metro Richmond graduate and a 2023 graduate of Leadership Hanover! Todd also proudly served 4 years as Secretary/Treasurer for the Virginia Rural Water Association (VRWA) and, since 2022, served at the Chair of the VLGMA DAO section
Todd obtained his A.A. degree from Allegany College of Maryland, B.A degree in Environmental Analysis and Planning with a minor in Biology from Frostburg State University, and supplemented his major with numerous college classes to be eligible for the Professional Engineering exam, which he took and passed on the first try in 2011. Todd is also a Class IV Water Operator and holds a certificate from the Land Use Education Program as a Certified Planning Commissioner.
