This is a two-day training course designed for construction inspectors, supervisors (foremen, superintendents, and private engineers or consultants) responsible for on-site inspection and placement of traffic control devices around state highways.

This course also includes the 4-year VDOT Flagging Certification.VDOT will change the titles of the Work Zone Certification titles starting on January 1, 2026, to better meet the current ATSSA levels of certification titles.

Federal requirements now instruct state and local governments to train personnel in work zone traffic control relevant to the job decisions that everyone is required to make. This workshop provides training needed to properly install and monitor work zones for construction and maintenance projects for long-term (greater than three consecutive days) operations. This course provides comprehensive training on work zone standards, guidelines, installations and removal procedures, inspection, liability, documentation, and supervisory skills. Several workshops included in this course are designed to provide hands-on experience implementing and modifying temporary traffic control plans for various real-life situations. It also teaches how to recognize, analyze, correct, and document deficiencies.

  1. Direct or indirect responsibility for selecting the correct work zone set up.
  2. Recognition of changes to standard work zone drawings to meet field conditions.

VDOT requires that one person with the VDOT Work Zone Supervisor certification be on site with the operation whenever there is work withing the Rights of Way of the Commonwealth.

BILLY GREEN,

William M. "Billy" Green is ATSSA certified (0245574) and a VDOT certified Advanced, Intermediate and Basic Work Zone Safety Instructor (070809000). Billy has been working in the heavy highway industry since 1974 and retired from VDOT as the Senior Construction Manager for the Northern Virginia District. Since retirement from VDOT; Mr. Green worked for several years as a Construction Manager for Volkert, Inc. Billy has been a certified OSHA 10 & 30 Instructor as well as Trenching and Excavation Safety courses. He is a Certified Partnering Facilitator and a Value Engineering Leader. Billy is part of the University of Virginia Center for Transportation Studies Work Zone and Construction Management teaching staff and was part of the VDOT teaching team for the Asphalt, Slurry Seal & Surface Treatment Certification program.
